Overlays + Coloring In Vegas 8?

Hello, first post here!

I use Sony Vegas Pro 8, and I was wondering who to get the effect at from 0:06, where there's a black&white overlay on top. I've been trying to get that effect but it hasn't worked like hers has. Any help please?

Oh, and how do I achieve that beautiful coloring, for example at 0:07?
