Progressively speeding up a clip sequence

I'm rebuilding a vid after a computer crash, and I want to recreate a specific effect at the end but am wondering if there's an easier way to do it. Do you know:

a) The term for the effect where a sequence of clips goes ever faster, until you reach a climax where you're looking at one or two frames each? See for example the last 20 seconds of the Buffy season 5 finale opener.

b) Is there a formula or a preset for Adobe Premiere/After Effects that will lay out the structure for such an effect, or do I need to do this whole thing over again manually from memory and on instinct?
