Quicktime compression issue

Hello all!

So I'm not a video compression expert and I wish I were because I need to put a video clip on a client's portfolio site and I was given a DVD with a 10-bit Quicktime file which looks awful with most movement. Here's screencaps:

I use the BlackMagic codec to open the 10-bit file, and I've tried exporting the file with QuickTime Pro (that's the only software I have, btw) so many different ways and the closest I got to eliminating those lines was with a DivX avi file but that stuttered and was poor quality, and today I can't export anything with it, getting a qtKitErrorCatchAll (-50) message instead.

So my question is, what is causing those horizontal lines? Is it actually a compression issue or attributable to my weak PowerPC processor? Is there a better codec I can use that's either freeware or at least got a 14-day trial?
